There are significant variations in NHS total expenditure and expenditure per person on services for people with intellectual disabilities across different areas of England, with lower spending in rural areas (Forsyth & Winterbottom, 2002), and significant variation in the services provided to people with intellectual disabilities by specialist NHS Trusts (Bailey & Cooper, 1997). These findings suggest that there is scope for improvements at a local level in terms of links between CPS and its partner agencies, particularly local Primary Care Trusts.
