This essay called for a “core Europe” led by Germany and France as successful democracies that can guide Eastern Europe to a modern future. 21 In complex ways, the achievement of democracy after World War II has also meant that Germany, like other Western European countries, was able to avoid discussions of race by assuming that a successful democracy can be equated with a nonracist or even antiracist nation. 22 In attempts to describe racisms in contemporary Europe without misdiagnosing contemporary racisms as “new,” scholars have employed the term “cultural racism” to point out how the language of culture is deployed to make “assumptions of essential difference seem reasonable and respectable. 23 Race, racializations, and forms of racism continue to be key aspects of the struggle to define and redefine European identity and belonging. 24 In order to adequately analyze this, the most appropriate sites are not necessarily right-wing social movements but rather the heated discussions about migration, integration, and cultural identity that span the political spectrum. 25 Debates about multiculturalism—whether mourning its passing or desiring its death—are coded debates about race. 26 By the same token, celebrations of multiculturalism (however complicated such celebrations might be, or how they might be rooted in essentialized identity constructions) are also about antiracism—inserting a desire for antiracism into the public discourse.
